The Chair introduced the Members of the Sub Committee and welcomed everyone to the hearing.

 

The Senior Licensing Officer outlined the purpose of the hearing for a Temporary Event Notice for the Old White Hart, Cotton End Northampton.

 

On 6th July 2012, a Temporary Event Notice was received in respect of the Old White Hart, Cotton End Northampton; the applicant was Joanna Elmore, the landlady at the premises. The event was to extend the licensed activities to include the Courtyard of the premises for a live event to take place on 21 July 2012.

 

An objection was received from the Environmental Health Department on the grounds of prevention of public nuisance. This followed a complaint subsequent to a recent similar event.

 

Subsequent to the notice of hearing the applicant had met with the Environmental Health department to discuss concerns and agree conditions for the event.

 

Application for a Temporary Event Notice

 

The applicant was represented by Tony Young.

 

He confirmed that they would be engaging a professional public address/sound engineer for the event. He emphasised that the event was for charity and there was no wish to cause any problems for local residents, he wanted the residents to turn out and support the event.

 

Application for the Representors

 

Mr Mallard confirmed that the original application had raised concerns that the whole event would be amplified, which could mean a lengthy period of noise from the premises. He had since been assured that only two bands would be using amplified music. The majority of acts would be acoustic singers. This went some way to alleviating his concerns. He stated that there was a code of conduct in respect of pop concerts and these conditions would ensure that they ere within those guidelines.

 

Mr Mallard confirmed that Environmental Health would withdraw the objection subject to the following conditions:-

 

  1. The programme to go ahead as advertised with no substitutions for the entertainers.
  2. 2The organisers to engage a competent person, e.g. a sound engineer, to monitor the noise levels from the concert at locations set out on an agreed plan (positions R1 to R4)
  3. The competent person to liaise with the person controlling the public address system and ensure that the noise levels do not exceed those set out on the plan.
  4. The competent person to provide to the council, a written log of his measurements over the period of the concert within 14 days of the end of the concert.
  5. The organisers to send a leaflet to all residents in the vicinity advising them of the proposed concert and the leaflet to have a contact telephone number for the organisers for complaints and queries.
  6. The organisers to log all complaints received and pass the details onto the Council within 14 days of the concert.

 

Questions to the Applicants

 

In response to a question from the Sub Committee it was agreed that the music would end at 11pm and the serving of alcohol at 12.
