Clean up the litter problem in Northampton

We the undersigned petition the council to focus on the long term removal of litter and prevention of future litter problems via a clean up, education programme and enforcement zones to ensure that Northampton remains attractive as a town to all visitors.

Northampton as a whole suffers from a litter issue and this makes the town unattractive to visitors. This litter must be cleaned up and actions put in place by the council to ensure that this does not return as an issue. We must make sure that Northampton remains attractive to all visitors.

Council response

Northampton Borough Council understands the importance of having a town that meets the needs of the local communities, businesses and visitors. The Council also recognises that to attract people in to the town it has to look attractive, be clean and feel safe.

To help achieve the Council’s objectives above, the Council has initiated the following ongoing activities:

1) Northampton Alive – The collective name for the regeneration projects that are taking place in the town to ensure Northampton remains attractive to all visitors and businesses. More information on these projects can be found at: http://northamptonez.co.uk/alive/

2) The Town Centre Bid – This is the bringing together of businesses to jointly invest in improvements to make the Town Centre a more attractive place to visit and support initiatives to create a cleaner and more welcoming Town Centre.

3) Neighbourhood Wardens – Northampton does not have Enforcement Zones as such, however the town has 14 Neighbourhood Wardens that patrol the town’s streets and offer assistance and advice to residents, visitors and businesses alike. They play an important role in preventing and reporting any antisocial behaviour, including the issuing of fixed penalty notices for fly tipping and dropping of litter. They report any defective street furniture, graffiti, and arrange for the removal of abandoned vehicles. The Neighbourhood Wardens also play a major part in the education of environmental issues at schools, resident associations and other forums. They arrange environmental clean-ups within their local communities and can provide them with the appropriate litter picking equipment.

4) Street Cleansing – The Town Centre has a seven day street cleansing regime to ensure that litter is not allowed to accumulate during the day, as its first impressions that helps attract visitors back to the Town Centre. Outside of the Town Centre, there isn’t a set cleansing frequency, as the residential streets are cleansed in accordance to the Environmental Protection Act (Code of Practice on Litter and Refuse) by the Council’s Environmental Services Contractors. The Council has also installed additional litterbins throughout the town to make it easier for residents and visitors to dispose of their street litter at prime locations, including cigarette butts.

The Council feels that these initiatives will help us to continually improve the situation of any litter issues in Northampton.
