The Scrutiny Panel to elect a Chair for the meeting.

It was proposed and seconded that Councillor Zoe Smith is asked to be Chair of this Scrutiny Panel.  Councillor Sally Beardsworth to be Deputy Chair.

Councillor Beardsworth took up the Chair for the meeting and would remain in the Chair until the meeting of the Panel where the Chair would be formally agreed.

AGREED:  That Councillor Zoe Smith is asked to be the Chair of this Scrutiny Panel. Councillor Sally Beardsworth to be Deputy Chair.

The Chair to welcome Members to the inaugural meeting of the Scrutiny Panel.

The Chair welcomed all those present to the inaugural meeting of the Scrutiny Panel – Adult Social Care Facilities.

The Chair to note any apologies for absence.

Apologies for absence were received from Councillor Penny Flavell.  The Scrutiny Panel conveyed its condolences to Councillor Flavell for her loss.

Members to state any interests.  Declarations will be for the life of this Scrutiny Review.

Councillor Brian Oldham declared an interest as his daughter works within adult social care at NCC. The declaration was for the life of the Review.

The Chair to note public address requests.

The public can speak on any agenda item for a maximum of three minutes per speaker per item.  You are not required to register your intention to speak in advance but should arrive at the meeting a few minutes early, complete a Public Address Protocol and notify the Scrutiny Officer of your intention to speak.

There were none.

The Scrutiny Panel to scope the review.

The Scrutiny Panel, considered in depth, the draft scope for the Review –  Adult Social Care Facilities, making a number of updates and further inclusions.

AGREED:     That the scope of the Review –   Adult Social Care Facilities , is presented to the Overview and Scrutiny Committee at its meeting on 24 September 2018 for approval.
