The public can speak on any agenda item for a maximum of three minutes per speaker per item.  You are not required to register your intention to speak in advance but should arrive at the meeting a few minutes early, complete a Public Address Protocol and notify the Scrutiny Officer of your intention to speak.

Minutes:

Councillor Sally Beardsworth addressed the Scrutiny Panel on agenda item 7 – Chair’s draft report.  Councillor Beardsworth commented that she thought this Scrutiny Review would have consulted the Traders on the Drapery and referred to health problems caused by congestion and pollution.  She went on to suggest that there was a need to measure the air quality in this area.  Councillor Beardsworth concluded her address commenting on the need for a county wide Low Emissions Strategy and that the town would have over 20,000 people coming into it at peak times.

 

Neil Polden, Senior Environmental Services Officer, advised that air quality had been measured since 2013.  It was measured annually in 2014 and 2015 and has again been picked up for 2017.  Ruth Austen, Environmental Health and Licensing Manager, advised that there had been a wide public consultation on the Low Emissions Strategy and information had been published in Business Newsletters so that it reached a wide audience.

 

Councillor Beardsworth was thanked for her address.

The Scrutiny Panel considered the Chair’s draft report, making comments and suggestions for inclusion.

 

The Chair thanked all members of the Scrutiny Panel for their input into this important Scrutiny Review.  He then thanked Neil Polden, Senior Environmental Health Officer, for all his hard work and dedication into the Low Emissions Strategy and wished him well for the future as he is due to take up a new post shortly.

 

AGREED:      That the report of the Scrutiny Panel, as attached at Appendix A, is presented to the Overview and Scrutiny Committee at its meeting on 8 May 2017 for consideration.
