The Scrutiny Panel heard that a report on the establishment of a Museum Trust would not now be presented to Cabinet in September 2016 as was the plan earlier as enough detailed work had not yet been completed for a robust decision to be made.  The decision on whether to approve the establishment of a Museum Trust would need to be made at cabinet by December 2017, although there may be progress reports to Cabinet between now and then depending on the views of the Cabinet Member and Leader.  It was highlighted that the process of investigating a Museum Trust would  continue to the agreed timeline and would still be ready to go live ahead of the opening of the refurbished museum.

 

The Chair felt that it would be useful therefore for this report of the Scrutiny Panel to be presented to Cabinet at its meeting on 7 September 2016 and it would be requested that Officers present updates to the Overview and Scrutiny Committee at three monthly intervals.  It may then be felt that the Committee would convene a new Working Group to continue throughout the process.

 

AGREED:      That the report of Scrutiny Panel 3 is approved and presented to the Overview and Scrutiny Committee at its meeting on 15 August 2016 for approval.  The report would then be presented to Cabinet at its meeting on 7 September 2016.
