The Chair to move:

“That the public and press be excluded from the remainder of the meeting on the grounds that there is likely to be disclosure to them of such categories of exempt information as defined by Section 100(1) of the Local Government Act 1972 as listed against such items of business by reference to the appropriate paragraph of Schedule 12A to such act.”

Licensing Act 2003 - Summary Review Application - Balloon Bar 19/21 Bridge Street, Northampton, NN1 1NH

Minutes:

The Sub Committee reviewed the premises license for Balloon Bar

 

The meeting adjourned at 3.32pm to make a decision. The solicitor was called for advice.

 

The Sub Committee reconvened at 4.17pm

 

RESOLVED:

 

That conditions upon the premises licence be modified.  The conditions to be added were:

 

a)    a documented ejection and dispersal policy is in place which reflects dispersal into angel street from the club monitoring movement towards Bridge Street

b)    a documented entry and search policy is in place reflecting searches of customers entering the premises

c)    a drugs policy dealing with searching, retention and disposal of controlled drugs including the use of drugs safe and the development of a “drugs map”

d)    all security personnel to wear high visibility garments

e)    installation and use of an ID scanner to screen all customers entering the premises

f)     a door staff security patrol plan is developed and implemented

g)    a documented nightly de-brief is conducted reviewing any incident relevant to any licensing objective

h)   staff training be implemented using the Northampton pubwatch responsible alcohol retailing training

 

with immediate effect save for item (e) which must be implemented within 48 hours

 

The matter would be brought forward for a full review under section 53 c no later than 28 days from the date of the application from the police i.e. 2nd May 2017
