Councillor Stone arrived at the meeting at 18:15.

 

 

Senior Licensing Officer Mr Bill Edwards presented the report and elaborated thereon. It was recommended thattheCommitteeapprovethatthedraftStatementofLicensingPolicybe approvedforadoption of it bytheFullCouncilon25thJanuary2016. In accordance withSection5 Licensing Act 2003 it was reported thattheCouncil,asLicensing Authority,is requiredto adopt aStatementofLicensingPolicyeveryfive years. TheCouncil’s currentStatementof LicensingPolicy wasadoptedin January 2011andrequiresfreshadoptionpriorto February 2016.

 

The report confirmed that a consultation exercise had been conducted and where such consultation responses were deemed to be relevant and not addressed by other legislation, were included within the policy statement.

 

 

 

The Senior Licensing Officer advised that atthelast committeehearingofthe15thSeptembertheCommitteeapproved the12week consultation process which ended on the28thDecember 2015 and responsesto theconsultation which werereceived have been attachedatAppendixA of the report. The Senior Licensing Officer Louise Faulkner presented the report and elaborated thereon. This report is concernedwith amending thefeestructureforPrivateHire Operators,in order to takeintoconsiderationthatlicencesmustnowbeissuedfor thestatutoryfiveyears, unlessin circumstances of anindividual case.The proposedfeestructure andexistingfees aredetailedin AppendixA & B of the report.

It was advised that a costexercise has beenundertakenin orderto ascertainthelevel of feethat shouldbesetfor aNew/RenewalOperatorsLicence and thisexercise hasbeen carried out usinga toolkit recommendedbytheInstitute of Licensingfor the calculation of licensingfees.
