The Chair reported that Members of the Committee had expressed interest in receiving updates about the outcomes of Sub Committee hearings.

 

RESOLVED:

 

That a spreadsheet produced by the Licensing Department, be bought to each Licensing Committee listing the outcomes of Sub Committee Hearings.

Changes to Licensing following the implementation of Police Reform and Social Responsibility pdf icon PDF 106 KB

Minutes:

The Principal Licensing Officer submitted a report and elaborated therein. In response to a question of the Committee, it was explained that there had been problems with the non-payment of fees from some businesses, most of whom were persistent offenders. New powers to be introduced would enable licensing authorities to suspend licenses where there were non-payments, which would save time and costs.

 

In answer to questions asked of the Committee, the Solicitor explained that a Designated Public Places Order, which restricted the consumption of alcohol in the street, covered the whole of the town centre. It was noted that Government proposals would see the abolition of alcohol disorder zones as very few had been endorsed by Local Authorities and therefore powers to enforce it would be given solely to the Police.

 

With regards to the Queen’s Jubilee in June 2012, it was noted that the Licensing Department had limited involvement in the granting of street parties as the majority of them would not require a license and were being managed by the Events Team.
