Minutes:

A report was received from Philip Bayliss, Enforcement Officer on the revised Statement of Licensing Policy.  It was noted that the Licensing Act statutory three yearly review last took place in 2007.  Consultation had taken place between September and October 2010 and very few responses had been received.  Mr Bayliss confirmed that where change requests had been made and there were no alterations to the Statement of Licensing Policy, this was due to these comments not being applicable to this Policy.

Members noted that the poor response to the consultation was disappointing.

Councillor Casewell raised the area coverage of the policy.  It was confirmed by Mr Bayliss that the policy covered the County of Northamptonshire and some sections of the policy were specific to this Borough.

It was confirmed that although Mr Bayliss felt that the inclusion of temporary event licences in this policy was unnecessary, this was in line with the rest of the County.  It was also noted that this policy and the statutory review of this policy was subject to change.

            RECOMMENDED – To Council

That the revised Licensing Policy Statement be adopted.
